The research focuses on the roles of key actors, strategic mechanisms, implementation challenges, and the early impacts on academic quality, teacher professionalism, and school culture. The key concepts include strategic management, educational leadership, internal quality assurance systems, and organizational culture in schools. This research adopts a qualitative descriptive approach using in-depth interviews, participatory observation, and document analysis. The object of the study is SMA Manggala as a secondary education institution implementing a quality-based strategic framework. The findings indicate that strategic management at SMA Manggala is enacted through strong school leadership, enhanced teacher capacity, and the active role of the Internal Quality Assurance Team. Early impacts are reflected in improved academic outcomes, increased teacher professionalism, and the development of a more participatory learning climate. Nevertheless, the study identifies major challenges such as limited financial resources, resistance to change, and internal communication issues.
